Hi

we are migrating our 9i datbase to database 10g using database upgrade assistant. we want to implement data guard in future. Is it mandatory to do both of these things together or we can go ahead with the migration now and it is possible to implement dataguard later.

It is better to do it in 2 passes; easier to handle errors if any happen.

Yes it is possible to implement Data Guard later and also as mentioned by Michael it will be good for you as well.
