I am getting a problem that when i try to supply the HostString value and log on to the database ,it throws me a TNS Names error but if i do not supply any value in that ,it allows me to connect. In this case i m trying to connect to my local machine database and not any external one.

first,
if you can database and client in the same machine
you no need HostString.
if you intend to use one,
you have to edit tnsnames.ora and add entries.
If something goes wrong with tnsnames.ora entries,
u will get the tnsnames error
