General question here - Is it typical for the TNSLSNR.exe process to have a 200ms tcp connection latency? Concerned about performance of the database receiving data from another host... See attached screen shot.

Yes, it depends on the load and how your "tcp connection latency" is measured.

The listener has NOTHING to do with the database receiving data from another host.
The listener is only responsible for initiating the connection between the client & the DB Server & after that it is NOT involved with any packet transfers.
