Not sure, if this is the right place to put this Question here.

Is Oracle free for the development ?

Lets say In an Organization, developers want to install Oracle Personal Edition in the local laptop, so that they can perform the unit test before they move anything for the QA Test. So this scenario, whether Oracle is free for the developers to install in their local laptops ?

I see this link which says its free for the developer uses. Can you please guide me thru any Oracle links where these licensing are clear.

Personal Edition is a licensed product, very cheap considering it includes all patches and support:

I think you are talking abut the free of charge Oracle Technology Network License Agreement, so you had better read it:

I think it is clear: you can use it without paying until the product goes live. At that point you must buy licences for every machine where you have installed it, no matter whether it is for production, development, or testing.

Why don't you become an Oracle partner? It doesn't cost much, and gives you access to all the development licences you will ever need.

we are already Partner with Oracle. we install Licensed Enterprise Edition in QA and higher environments. The Question was for the developers installing in their individual laptops. People have different opinions.

Meantime I see express Edition is completely free for all. Probably developers can use express edition in the laptops. Please provide your thoughts.

If you are a partner then (depending on which type of partner) your fees include development licences. Perhaps you aren't on the Licence And Hardware track?

Better check with OPN. That is what they are for.
