I've tried pretty much everything I've read here and to no avail. However, there is one item that no one has mentioned. Some background:

Clean install Windows 2000 advanced server. (New partitions all NTFS)
Clean install Oracle 8i release 3 Enterprise Edition. (Administration install, typical config)

No errors, app installed fine.

Launch PL*SQL developer and get ORA-12541 TNS:no listener error. Checked tnsnames and listener files and all is ok. Tried starting listener from command line (lisnrctl.exe) and this is where it gets interesting. When I check status, I am notified that the listener service is started but when I check NT services console, tnslistener service is STOPPING. Tried to manually stop and restart, hung the entire system. Rebooted in safe mode, set listener service to 'automatic' rebooted and checked services. Again, the service is listed as 'stopping'. Waited more than 10 minutes for service to stop and it never did. Tried manually stopping and starting service again, and system hung again.

One idea I haven't tried because I am a complete newbie is to allow the service to log in with user rather than system account. I have read that unless I specifically grant the system account access to NTFS volumes, that may cause errors. But since all my partitions are NTFS partitions, how could the account NOT have access to NTFS volumes?

I will try reinstalling Windows and Oracle but this will be my 3rd try. (Good thing I have a test machine and am not doing this on a production server!) In the meantime, ANY suggestions are appreciated.

I've got the same darn problem. I just print out the solution page from the internet and see if it works when I apply their advices.

Hi,
I got this error while testing the Oracle Service name in Oracle NET Manager. I checked for the Listner, it was already existing. My Oracle is running on Windows 2000. Also I checked with the NT Service for Listner, it was running, I restarted it and again tested the service name, this time error was different, I could not get the exact text but it was that Database is not up. And the NT service for the Database was also running. I restarted that also and again tested. This time successful.

I solved this error by having to uninstall Zonelabs Zonealarm. It was turned off but the problem didn't get solved until I actually uninstalled it from the server.

I just uninstalled Zone Alarm as well and it cracked it. Thanks guys...

A month ago we upgraded the system from Oracle 8.1.7 to Oracle 9.2, and the restart still worked. Last weekend we upgraded the production system to Oracle 9.2, and the restart stopped working. The email says “ORA-12541: TNS:no listener.” The listener is running and if we restart the system manually it works.

we have a windows2003 enviroment, we have an oracle application, we changed the password of the administrator account the oracle application failed to start and came up with the following errror code : ora 12541

when I wanted to test and test a conection I receieved the sobject.I defined a listener but It didn't work.would u please give me a complete example for using get a conection by ODBC in windows 98

I experienced the same problem with Zonealarm installed: however, once I granted 'server' permissions to 'oracle.exe' and 'tnslsnr.exe' the problem went away.

where is this so called zonealarm

i want to logon to the enterprise manager on oracle 9i but the same error ' no listener' comes up.

how to find which listener is on at the time.

what is the normal username and password
pls reply

zonealarm is a zonelabs software. it's not related to oracle. but it seems to block oracle's listener.

HI

In case u have zonealarm installed, u need to allow port 1521 for local system ip in settings of zonealarm. That'll resolve the listener connectivity issue

even with 1521 port opened, the problem persists. i think it's something with java.exe or jrew.exe.

OK

Then for testing purpose, pls do delete all program related entries from zonealarm admninistrator. Then startup ur services and check for which all windows/program services are trying to access the system through zonealarm. Allow/disallow them on basis of ur observations and then check.
