How can I access an oracle 9i database from a (windows-personal oracle 8 - developer 6 tools) client through dial up connection?

first,
the database server ( Host which is having a database )
should be assigned with an valid external IP.
ping the IP or hostname.domainname.com of that machine from your client machine. if you get a reply, then u are all set.
edit your tnsnames.ora ( in your client machine) and create a connect string to connect to database.
use the IP of the server in HOST.
