i cant do any thing with EM, i got only user account locked and what can i do only startup or shutdown immediate the database noyhing more, do some one knoe how to solve this error

Hi,
You need to unlock the accounts you want to use.
After that, you should be able to login to the
unlocked accounts. Example:
sqlplus "/as sysdba"
SQL> ALTER USER scott ACCOUNT UNLOCK;
