I am loading record using sql loader but I encountered this error:
SQL* loader-500 : unable to open file(c:loader.ctl.txt)
OSD-04002: unable to open file
OS-error(0S 2): The system canot find the specified file.
where then can i save the control file.

This Must be a typo.
i beleive you should have used

sqlldr userid=xx/xx control= c:loader.ctl

but actually you control file is name as loader.ctl.txt
so rename it to loader.ctl
