The reason for this is that the pentium 4 architecture has problems with the Just In Time installer (I think this is what miaorj was trying to say but we didn't understand his post when we read it the first time <grin>). What you need to do is find all copies of the file symcjit.dll and rename them to symcjit.old. Then the installer will work, no problems.
