I had the same error in Win95

I read in some posts of Oracle that maybe another program during installation might corrupt or change oibknd32.dll. So I searched for this file on the net.

I found it here:
http://demo.oracle.com.pl/doc/Designer_Rel3/installr/install/

I backed up the bad DLL, placed the new on in the bin folder and it worked!! :)
