You have to first of all install Oracle management server using installer. Which includes configuration of a repository for the management server. Then make sure that the oracle manangement server service is running by checking "services". After which you should be able to log on to it using the OMS default uid and the password (you shd be prompted for change).

You can use the enterprise manager configuration assistant (if i'm correct) to create the OMS.
