your Oracle installer cd contain y2k compalian bug, so you problem to install oracle 7 &developer 2000 on your windows95,98 machine. follow the steps given below for oracle install:
1. Change your system date as of any year befor y2k bug occur i.e any year before 2000, suggested 1998.
2. Restart your PC.
3.If you are a network user then ignore network password.
4. Install Personal Oracle 7 first, then Developer 2000.
