Had the same problem.
My PATH looked like this:

PATH=C:WTSRVsystem32;C:WTSRV;C:WTSRVnls;....

and it should read:

PATH=C:oracleora81bin;C:Program FilesOraclejre1.1.7binC:WTSRVsystem32;C:WTSRV;C:WTSRVnls;...

Note the missing Oracle references (Okay, and I use Terminal Server so replace WTSRV with WINNT). Inserting these Oracle lines ought to work wonders.
