how can I fix the problem?

Fatal NI connect error 12541, connecting to:
(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=ora1.ysu.am)(PORT=1521))(CONNECT_DATA=(SID=test1)(CID=(PROGRAM=)(HOST=ora1.ysu.am)(USER=ora cle))))

VERSION INFORMATION:

hi

check your string

(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=ora1.ysu.am)(PORT=1521))(CONNECT_DATA=(SID=test1)(CID=(PROGRAM=)(HOST=ora1.ysu.am)(USER=ora cle))))

there is space USER=ora cle it should be USER=oracle.

Note :- Don't forget to start the listener...
