I hv oracle9i Re1 personal edition with internet connection on windowsxp-sp2 platform. I heard that oracle database can be startup/shutdown with cellphone device by sending a SMS.Is that work..plz suggest?

Oracle database is too dumb to know or care about the flavor of hardware connecting to it.
A client is a client is a client.
As a gross generalization, which likely has some exceptions,
Oracle accepts typically either SQL*net or JDBC connections.
Alternatively you could go to a 3 tier architecture & throw into the mix an application server.
I have seen advertized a hand held device that allows a DBA to
manage the DB via "cell phone" technology.
Why do you want to re-ivent the wheel?
