how can we connect a oracle client to a oracle server through inernet. both pc's are internet users and none of them have static ip addressses. server pc have a brad-band connection and client may be a dial up or a brad band.
can we connect a client using net8 easy config utility

Well, the client needs to know the server's IP address. If not, it would not know where to connect to.

So, get a static IP for the server, or be prepared to change the server's IP on the client whenever it changes.
