ORA-01031 connecting through LISTENER [message #253396]

I am getting ORA-01031 insufficient privileges error only when I try to connect through the listener
sqlplus sys/pass@sdby as sysdba

sqlplus / as sysdba works fine

The following are set:
password file = '/u01/app/oracle/product/10.2.0/db_1/dbs/orapwSDBY.ora'
REMOTE_LOGIN_PASSWORDFILE=EXCLUSIVE
db_name = PRMRY
db_unique_name=SDBY
ORACLE_SID=SDBY

Any ideas?

conn sys/abc@db as sysdba
